The idea in context
English spelling says cough, though, through and rough as if the same letters were loyal. They are not. The IPA steps around spelling and writes the sound itself: where the tongue is, whether the lips round, whether the voice vibrates. It is one of science's quieter acts of respect for language — listening closely enough to make a symbol for what is really there.
